As development manager for Enterprise Homes, Inc. (Enterprise), Mr. Bainum is responsible for the financing and development of affordable housing preservation properties and new communities for families and seniors.

Mr. Bainum has 15 years of experience in law, real estate and community development. Since 2001 he has focused on community development in Baltimore, first serving as staff counsel at the Community Law Center. He subsequently joined Baltimore City Department of Housing and Community Development (HCD) as the Director of Project 5000, where he oversaw an innovative, ambitious and nationally recognized initiative to clear title to more than 5,000 vacant and abandoned properties. Mr. Bainum later served as Assistant Commissioner of the Land Resources Division for HCD, where he authored the city's plan to create a Baltimore City land bank to redevelop abandoned property. He also helped draft state legislation to allow for the creation of Maryland's first land bank.

Mr. Bainum is licensed to practice law in both Maryland and Massachusetts, and previously practiced municipal and real estate law in Massachusetts. He holds a bachelor's degree in public policy studies from Duke University and a J.D. from Northeastern University School of Law. Mr. Bainum also served as a Peace Corps volunteer and trainer in the Philippines from 1987-90. He currently serves on the PTO board of Mt. Washington Elementary School.
