As director for Enterprise Community Investment, Inc. (Enterprise), Ms. Caspar
manages developer relationships in California. She underwrites affordable housing investments through the Low-Income Housing Tax Credit (LIHTC) Program and supports the promotion of Enterprise’s comprehensive community development services, including technical assistance, affordable housing organization grants, predevelopment and acquisition lending, New Markets Tax Credits, and mortgage services.
Ms. Caspar joined Enterprise in April 1997 as a program director in the Los Angeles office managing Enterprise’s predevelopment and acquisition lending program in California. She has 15 years of experience in affordable housing development and financing with both for-profit and nonprofit development organizations, plus three years of experience in journalism. Prior to joining the Tax Credit Syndication team in January 2004, she underwrote more than 50 loans for varied affordable housing developments including local, state, federal and tax credit-funded projects. Project types included single family acquisition and rehab, single family subdivisions, supportive housing for special needs populations including the mentally ill and people living with HIV/AIDS.
Prior to joining Enterprise, she served as project manager for a small, private for-profit company
in Baltimore, coordinating development activities for a pipeline of diverse housing and community
development projects. During graduate school, she also volunteered and worked part-time for Jubilee Enterprise of Greater Washington DC, a nonprofit housing developer.
She holds a master’s degree in urban and regional planning from George Washington University and a bachelor’s degree in English from Georgetown University. |
