As development manager for Enterprise Homes, Inc. (Enterprise), Mr. Powell oversees the
development of affordable and market-rate multifamily and senior developments. He coordinates multi-layered financing structures and design, and manages the public approval process for new
developments. Mr. Powell is also responsible for managing the Low-Income Housing Preservation and Resident Homeownership Act (LIHPRHA) apartments which are part of Enterprise Homes’ rental portfolio.
Mr. Powell joined Enterprise in 2007 as an associate development manager and was promoted to his current role within a year. As associate development manager, he played an integral role in closing the complex refinancing of Cherrydale Apartments in Baltimore, Md. and structuring the financing and design plans for several new developments.
Mr. Powell holds both bachelor’s and master’s degrees in architecture, with a concentration in urban design, from the University of Maryland, College Park. Mr. Powell is an active member of the Urban Land Institute, the Washington, D.C. chapter of the Congress for the New Urbanism, and serves as a guest lecturer for the University of Maryland’s Architecture Program.
