Patty and her late husband, Jim Rouse, co-founded Enterprise Community Partners in 1982. In addition to being vice president and secretary and a member of the board of trustees for Enterprise, Patty is a member of the board of directors of Enterprise Real Estate Services and serves as secretary and a member of the board of directors of Enterprise Community Investment.

She is on the board of directors of Jubilee Housing, Inc. of Washington, D.C., and of Jubilee Enterprise of Greater Washington, Inc., and is a member of the board of the National Low Income Housing Coalition. She was a member of the board of directors of the Health and Welfare Council, Inc. of Maryland for 10 years and served as a vice president of that organization from 1981 to 1983.

In 1991, President Bush appointed Patty to serve on the board of directors of the Commission on National and Community Service. She served on the National Civilian Community Corps Advisory Board from l994 to l997.

Patty graduated magna cum laude from Sweet Briar College in 1948 after spending her junior year at St. Andrews University in Scotland. She has done graduate work in urban studies at Old Dominion University. In l997 she received an Honorary Doctorate of Humane Letters degree from Old Dominion University. She was active in the Church of the Good Shepherd (Episcopal) of Norfolk and served for many years as a teacher in its Sunday school.
