As Vice President, Construction Management and Workouts, Owen Williams oversees two
important teams and four separate functions for Enterprise Community Investment, Inc.
As head of the Construction Management Team, Owen directs two functions, the Construction Monitoring group and general Construction Management. Construction Monitoring is the review of projects during construction and the payment of equity under the proposed development; general Construction Management is the review of construction issues and challenges from the deal making phase through the rest of the project’s compliance period. Owen also heads Enterprise’s Workout Team dealing with two additional functions, oversight of Enterprise’s workout program and
management of Enterprise’s REO function operating properties in the field as interim General Partner. Working with a team of other professionals to address significantly at-risk projects, Owen supervises the solution of varied challenges facing such projects and their return to financial health. The scope of the team’s work is nationwide and touches each of the Asset Management teams.
Owen brings more than 39 years experience in real estate development, acquisition, sale and financing covering retail, office, industrial and housing projects across the country. Prior to joining Enterprise in 2003, he was director of acquisition and disposition for The Rouse Company in Columbia, Md., where he was responsible for acquisition and disposition of the company’s retail, office and industrial properties on a nationwide basis. In that capacity, he oversaw and closed more than $5 billion
in transactions.
Owen is a past chair of the Interfaith Housing Group and a member of the executive committee for Vantage House, a nonprofit continuing care retirement community, both of which are in Columbia, Md. He holds an A.B. degree with honors and Juris Doctor degree from Harvard University.
