Temporary Tax Bill Passes; Another Extension Possible
On Dec. 23, the President signed the Temporary Payroll Tax Cut Continuation Act of 2011 (Public Law No: 112-78); a bill that provides a two-month extension of the payroll tax holiday and expanded unemployment insurance benefits, among other provisions. The $30 billion year-end extenders bill will be paid for through increased rates for Fannie Mae and Freddie Mac guarantee fees and Federal Housing Administration insurance premiums. While this current bill will expire on Feb. 29, Congressional leadership has pledged to appoint a conference committee to start work on a full-year extension bill in the coming weeks once the House and Senate convene. Many businesses are working to include dozens of tax provisions, including theNew Markets Tax Credit (NMTC) in the final extension bill. In the past, Congress has extended the NMTC and other expired tax provisions retroactively.HUD Releases Proposed HOME Program Rule
HUD has published a new proposed rule for the HOME Investment Partnership Program intended to amend program regulations, address operational challenges, update program property standards, clarify existing requirements and establish new requirements to improve program accountability. On Dec. 23, President Obama signed the Consolidated Appropriations Act of 2012 (Public Law Number: 112-74) into law, finalizing all fiscal year (FY) 2012 appropriations. The President will deliver his State of the Union address on Jan. 24 and will submit to Congress his FY 2013 budget request on Feb. 6. Report Recommends Improvements to Federal Agencies’ Delivery of Affordable Housing
The White House Rental Policy Working Group released its administrative proposals for alignment of federal rental programs. The report recommends measures to reduce costs, improve program efficiency and effectiveness, and better serve low-income renter households through greater alignment of federal affordable housing programs. A number of the recommendations outlined can be implemented without legislation or new funding.
