Oregon Families are Living On Track

January 9, 2006 - Enterprise's investment in two neighborhoods in Medford, Oregon has resulted in the creation of 63 units of multifamily housing. Living On Track involved new construction on two sites. The first site, known as Sky Vista, is located in South West Medford. Sky Vista consists of 48 units, 20 of which serve the special needs populations of individuals who cannot meet standard tenancy requirements because of criminal or credit histories. The second site, known as Lithia Place, is located in North West Medford and consists of 15 units designed for developmentally disabled residents.

In addition to the need for affordable housing in Medford, the targeted households at both sites require support services to be successful tenants. Services are designed to support a wide variety of needs including those for persons in recovery from chemical dependency, developmentally disabled, persons with chronic illness, victims of domestic violence and those who may lack education and/or employment skills. The project received grant funds from the Green Communities Initiative to help support the implementation of several environmentally friendly building practices and features. A $25,000 Supportive Housing Initiative grant was also provided through Enterprise Community Partners for predevelopment costs.

The project was co-sponsored by two non-profit social service providers located in Medford. OnTrack, Inc. and Living Opportunities, Inc. formed Tracking Opportunities LLC. OnTrack, Inc. is the largest provider of services to substance abusers in Medford and has primary responsibility for the services at Sky Vista. Living Opportunities, Inc. has been providing an array of services to the developmentally disabled since 1974.

The project offers the following services to qualifying residents:

  • Life skills training
  • Nutrition education
  • Job training
  • Substance abuse recovery
  • Mental health assessment
  • Counseling
  • GED classes
  • Job referrals

Construction was completed in November 2006, and Living on Track is currently leasing up. Maggie Jonsson served as underwriter for the project.
