Baltimore Mayor Martin O'Malley Joins Church, Community and Corporate Leaders To Break Ground on New Shiloh Village Senior Living

Seniors in West Baltimore Have Greater Access to Housing

Baltimore, Md. (June 3, 2006) – In West Baltimore today, Mayor Martin O’Malley joined with the Pastor and members of New Shiloh Baptist Church, community and corporate leaders and local residents to break ground on New Shiloh Village Senior Living. Construction of this development will provide affordable rental options and services for low- to moderate-income seniors age 62 and over.

"The New Shiloh Village Senior Living offers something for everyone," stated Baltimore Mayor Martin O’Malley. "Seniors get access to comfortable, safe and affordable housing, hundreds of jobs will be created, and minority and women-owned businesses will play a key role in the construction. I'm proud that Baltimore City could play such an important role in bringing this day to fruition."

New Shiloh Village Senior Living is a component of a larger multi-phase, multi-dimensional faith-based development project known as New Shiloh Village. Much of the 8.5-acre campus is the former Cloverland Dairy. Under the visionary leadership of Dr. Harold A. Carter and Dr. Harold A. Carter Jr., the site has been transformed into a sanctuary, a day care center and parking lots, since the Church relocated to its current location at 2100 N. Monroe Street 16 years ago.

"It almost goes without saying that the development of New Shiloh Village is a further extension of the God-given 'cutting-edge' vision of this ministry," said Dr. Carter. "We have been blessed with a remarkable collaboration among civic, corporate and church leadership. We continue to move forward in faith and on the strength of a people 'determined' to be a blessing to the community we’ve served for more than a century."

With 80 apartments (65 one-bedroom and 15 two-bedroom) plus one apartment for a live-in maintenance staff person, New Shiloh Village Senior Living will provide comfortable, safe and affordable independent living for seniors in the community.

The four-story property will include a community room, an arts and crafts room, laundry facilities, and fully secured entrances. Residents will benefit from programs and activities provided by New Shiloh Baptist Church, co-developer Bon Secours Baltimore Health System, and property manager Whetstone Company. Nearby are many places of worship, shopping, recreation and educational opportunities.

"Bon Secours Baltimore's vision for community health is rooted in the history of the Sisters of Bon Secours who arrived in West Baltimore from Paris in 1881," explained Percy Allen II, CEO, Bon Secours Baltimore Health System. "Our partnership with the New Shiloh Village Senior Living project is part of our holistic and multi-dimensional approach to improving community health in West Baltimore."

Designed by Hord Coplan Macht architects, New Shiloh Village Senior Living will include several "green" building features to conserve raw materials and energy:

  • Energy efficient double pane low-E windows.
  • Water conserving plumbing fixtures.
  • Energy Star appliances.
  • Recycling of drywall scraps.
  • A highly efficient split-system HVAC system.
  • Energy saving light fixtures.
  • Re-use of perimeter fencing.
  • Water permeable walkways and parking areas.

The scale, placement and appearance of the building will preserve the row house streetscape, minimize traffic impact and allow seniors easy access to a variety of neighborhood amenities.

To make New Shiloh Village Senior Living a reality, New Shiloh Baptist Church and New Shiloh Community Development Corporation brought together a development team of experts in the fields of affordable housing and green design and development. Unity Properties, Inc./Bon Secours Baltimore Health System and Enterprise Homes are the co-developers of the project and have partnered on six previous affordable rental properties in Baltimore; architectural firm Hord Coplan Macht, Inc.; contractor The Whiting-Turner Contracting Company and civil engineer Site Resources.

“We are blessed with a partnership that has provided a unique opportunity to access diverse resources to bring New Shiloh Village to completion,” said Michael Lee Barland, executive director of the New Shiloh Community Development Corporation. “Future projects we pursue will be accomplished in a similar manner where we bring strong partnerships to the table to further revitalize the community that surrounds the church complex.”

Financing for the $10.5 million development project was provided by the State of Maryland, Department of Housing and Community Development; the City of Baltimore, Department of Housing and Community Development, Low-Income Housing Tax Credit equity through Enterprise and a Green grant from Enterprise’s Green Communities™ Initiative.

Our role in the project as co-developer, tax credit financing and Green Communities partner illustrates Enterprise's commitment to meeting the needs for affordable housing, community renewal and smart growth development."

The ground breaking for New Shiloh Village Senior Living marks the next phase of a larger redevelopment effort that will ultimately result in state-of-the art facilities that include a multipurpose building and a new 150-child modular Head Start center. Future development includes a school of divinity. Occupancy for New Shiloh Village Senior Living is expected in May 2007.
