Baltimore Mayor Sheila Dixon Joins Church, Community and Corporate Leaders to Celebrate Opening of New Shiloh Village Senior Living

Baltimore, Md. (June 9, 2007) –In West Baltimore today, Mayor Sheila Dixon and other state and local dignitaries joined with the Pastor Harold A. Carter and members of New Shiloh Baptist Church, community and corporate leaders and local residents to celebrate the grand opening of New Shiloh Village Senior Living. This marks the first affordable “green” senior housing option in the city. This senior housing development is sponsored by Bon Secours Baltimore Health System and co-developed by Enterprise Homes.

“Our seniors have a wealth of knowledge to share, and they are our link to Baltimore’s great past,” Mayor Dixon said. “Seniors deserve to live comfortably and as independently as possible in the communities they helped build. New Shiloh Village Senior Living will make that possible for more than 80 seniors. It is a valuable asset, and I thank New Shiloh and all its partners for coming together on this important project.”

New Shiloh Village Senior Living is a component of a larger multi-phase, multi-dimensional faith-based development project known as New Shiloh Village. Much of the 8.5-acre campus is the former Cloverland Dairy. Under the visionary leadership of Dr. Harold A. Carter and Dr. Harold A. Carter Jr., the site’s transformation includes a sanctuary, a recently completed day care center and parking lots, since the Church relocated to its current location at 2100 N. Monroe Street 17 years ago.

“A pastor’s greatest joy is to know with certainty that the Church is meeting the needs of its people,” said Pastor Carter. “New Shiloh Senior Living is tangible evidence of a determined congregation working in partnership with the business community to expand the Kingdom of God and to do its part in rebuilding the great city of Baltimore.”

Completion of this development provides affordable rental housing and services for low- to moderate-income seniors age 62 and over. With 65 one-bedroom and 15 two-bedroom, plus one apartment for a live-in maintenance staff person, New Shiloh Village Senior Living offers comfortable independent living for seniors in the community.

The four-story property includes a community room, an arts and crafts room, laundry facilities, and fully secured entrances. Residents have access to programs and activities provided by New Shiloh Baptist Church, Bon Secours Baltimore Health System, and property manager Whetstone Company. Nearby are places of worship, shopping, recreation and educational opportunities.

“Bon Secours is proud to be in partnership with the team working to help serve seniors in West Baltimore and contributing to the revitalization of our community with this beautiful development,” said Dr. Samuel Ross, CEO of Bon Secours Baltimore Health System.

Designed by Hord Coplan Macht architects, New Shiloh Village Senior Living includes several green, sustainable building features to conserve raw materials and energy:

  • Energy efficient lighting and double pane low-E windows
  • Water conserving plumbing fixtures
  • Energy Star appliances
  • Recycling of drywall scraps
  • A highly efficient split HVAC system serving all common areas
  • Green-label carpet, low VOC paints and sealants
  • Drought tolerant, native plant landscaping

To make New Shiloh Village Senior Living a reality, New Shiloh Baptist Church and New Shiloh Community Development Corporation brought together a development team of experts in the fields of affordable housing and green design and development. Unity Properties/Bon Secours Baltimore Health System and Enterprise Homes are the co-developers of the project and have partnered on six previous affordable rental properties in Baltimore. Architectural firm Hord Coplan Macht, Inc., contractor The Whiting-Turner Contracting Company and civil engineer Site Resources, Inc. also worked on the development.

Chickie Grayson, president and CEO of Enterprise Homes, stated, “Strong partnerships result in successful communities like New Shiloh. Joining with one of our oldest partners, Unity Properties/Bon Secours Baltimore Health System, and one of our newest partners, New Shiloh Community Development Corporation, we were able to create a vibrant, healthy housing option in West Baltimore for seniors. Our role as co-developer and financing partner illustrates Enterprise’s commitment to meeting the needs for affordable housing, community renewal and smart growth development.”

Financing for the $10.2 million development project was provided by the State of Maryland, Department of Housing and Community Development; the City of Baltimore, Department of Housing and Community Development, and Low-Income Housing Tax Credit equity and a green grant through the Enterprise, its first such grant in Baltimore City.
