Weatherization & Federal Stimulus Retrofit Resources
In 2010, to support national efforts to reduce energy use and stimulate jobs, federal stimulus money was dedicated to retrofit older properties. Important to Enterprise and our mission, it had the added benefit of saving low-income residents money. Affordable Housing Finance covered the work in June 2010: Battle to Weatherize: Affordable housing developers struggle for their share of stimulating weatherization cash.
With the costs to operate affordable rental housing rising while the incomes of residents are flat or declining, reducing expenses for residents and managers by improving energy efficiency and water conservation is important. This effort:
- Creates jobs
- Reduces carbon emissions
- Improves the sustainability of valuable assets

- Mar. 2, 2010: Final Rule on Amending Eligibility Provisions to Multifamily Buildings for the Weatherization Assistance
- Jan. 25, 2010: New Rule 71-CFR-3847 HUD Multifamily Properties Eligible for Weatherization Assistance: If a public housing, assisted multifamily or Low-Income Housing Tax Credit (LIHTC) building is identified by HUD and included on a list published by DOE, that building meets certain income eligibility and may meet other requirements without the need for further evaluation or verification.

Innovative Partnership in Weatherization
In New York, Community Weatherization Partners (CWP) is a joint venture with Local Initiatives Support Corporation created to weatherize over 2,100 units of low-income multifamily housing throughout New York City, using American Recovery and Reinvestment Act funds from US DOE, and is in partnership with NYC Department of Housing Preservation and Development.
